Go to paint3D

In 3D shapes select spere shape and paint yellow colour

In sticker select eye on left side

Select the same eye on right side

In sticker select tongue 

Finally, go to brushes select red spray and spray a circle on the left and right side of the emoji


                     Your emoji is ready
